Telecommunications Technician

Education:  High school diploma or equivalent required; technical certifications in telecommunications or networking preferred.  Specialized training in fiber optics, Ethernet systems, circuit installations, or related fields is a plus. 

Minimum/General Experience:  At least 3-5 years of experience in telecommunications installation, maintenance, and troubleshooting. Proven expertise in handling Ethernet networks, fiber optic systems, and VLAN configurations. Familiarity with telecommunications industry standards and practices, including knowledge of National Electrical Code (NEC) and ANSI/TIA standards.

Duties:  

  • Installation and Configuration: Install, configure, and maintain telecommunications equipment, including Ethernet gateways, fiber optic systems, and network infrastructure. Conduct site surveys to determine installation requirements and prepare for network upgrades or new service implementations.
  • Testing and Troubleshooting: Perform diagnostic tests to identify issues and ensure compliance with performance standards. Use specialized tools and software for troubleshooting network connectivity, circuit performance, and VLAN configurations.
  • Documentation and Reporting: Maintain accurate records of installations, maintenance, and repairs. Provide detailed service reports and updates to the project management team.
  • Collaboration: Work closely with engineers, project managers, and other team members to ensure seamless project execution. Communicate effectively with government and military personnel to coordinate installation and repair activities.
  • Compliance and Safety: Adhere to all safety protocols and regulatory requirements during installations and maintenance. Ensure that all telecommunications systems comply with government security and operational standards.

Certifications or Training:  Certifications such as Certified Fiber Optic Technician (CFOT), CompTIA Network+, or equivalent are preferred. Vendor-specific certifications (e.g., Nokia, Cisco, Fujitsu, Juniper, etc.) are advantageous.

Clearance: Secret clearance required.

Travel:  Ability and willingness to travel across various sites in Hawaii as required by project needs. Must have a valid driver’s license and meet travel requirements, including overnight stays. 

Telecommunications Engineer

Education:  Bachelor’s degree in Telecommunications, Electrical Engineering, or a related field. Advanced certifications or training in telecommunications systems design and network engineering preferred.

Minimum Experience:  Minimum of 5-7 years of experience in telecommunications systems engineering, including design, implementation, and troubleshooting. Expertise in Ethernet networks, VLAN configuration, fiber optic systems, and telecommunications infrastructure. Familiarity with government or military telecommunications standards and practices.

Duties:  

  • System Design and Implementation: Design and develop telecommunications solutions, including Ethernet and fiber optic networks, to meet client requirements. Oversee the installation, configuration, and testing of telecommunications systems and equipment.
  • Network Performance and Optimization: Monitor and evaluate network performance to ensure compliance with operational standards. Implement improvements to optimize bandwidth, reduce latency, and enhance system reliability.
  • Technical Troubleshooting: Diagnose and resolve complex telecommunications issues, including connectivity problems and system faults. Provide technical guidance to support teams and ensure efficient resolution of issues.
  • Documentation and Compliance: Develop and maintain technical documentation, including network diagrams, system configurations, and test plans. Ensure all telecommunications solutions adhere to federal, military, and industry-specific regulations and standards.
  • Collaboration and Stakeholder Engagement: Work closely with project managers, technicians, and government representatives to align project deliverables with client expectations. Serve as a technical advisor for project teams and provide input on system upgrades and new technologies.

Certifications or Training:  Relevant certifications such as Certified Telecommunications Network Specialist (CTNS), Nokia Network Routing Specialist (NRS) or Nokia Service Routing Architect (SRA), or Certified Fiber Optic Specialist (CFOS) preferred. Security-related certifications (e.g., CompTIA Security+, Cisco Security) are advantageous. 

Clearance:  Must possess or be able to obtain a Secret Security Clearance. Eligibility to work on federal and military telecommunications systems requiring secure access.

Travel:  Ability and willingness to travel to various project sites in Hawaii or other designated locations as required.  Must have a valid driver’s license and meet travel requirements, including overnight stays. 

Project Manager

Education: Bachelor’s Degree in IT Management, Engineering, Computer Science, Information Systems, Business Management or a related discipline or equivalent experience.

Minimum Experience:  5 years of project management experience, preferably in telecommunications. Proven ability to manage multiple projects simultaneously while delivering on time and within budget. Hands-on experience with task execution in a team-oriented environment. Proficiency in project management tools (e.g., Smartsheet, Microsoft Project, Microsoft Suite (Work, Excel, PowerPoint, Outlook, etc.)).

Duties: 

  • Project Management: Develop and manage project plans, timelines, and budgets. Oversee all phases of the project life cycle, from initiation to closure. Identify and mitigate risks to ensure successful project completion.
  • Team Leadership: Lead cross-functional teams, assign tasks, set milestones, and monitor progress. Serve as the primary point of contact between clients, stakeholders, and internal teams.
  • Hands-On Task Execution: Actively participate in project tasks, including technical, operational, and administrative duties. Step in to address immediate challenges and provide direct support to team members.
  • Communication: Prepare and deliver status reports, updates, and presentations to stakeholders. Facilitate regular meetings to address project progress and resolve concerns. Attend and participate in industry conferences or tradeshows.
  • Compliance and Quality Assurance: Ensure project deliverables meet quality standards and specifications. Adhere to company policies, safety standards, and regulatory requirements.

Certifications or Training:  Project Management Professional (PMP) or equivalent certification (preferred). Familiar with the FARS/DFARS.

Clearance: TS required.  Eligibility to work on projects requiring federal clearance may be required. 

Travel: Ability and willingness to travel up to 50% of the time as required by project needs. Travel may include domestic and/or international locations depending on project assignments. Must possess a valid driver’s license and be able to meet travel requirements, including overnight stays.

Program Manager

Education: Master’s degree in IT Management, Engineering, Computer Science, Information Systems, Business Management or a related discipline.

Minimum Experience: Must have ten years of IT Program Management experience to include at least five (5) years' experience supervising and managing personnel involved in IT projects for the DOD. Two years' experience managing at least 20 or more IT professionals.

Duties: Responsible for overall management and performance of all contract activities and task order requirements. Performs day-to-day technical and management support functions of assigned projects. Organizes, directs, and coordinates the planning and production of all activities and deliverables associated with assigned projects. Applies quality assurance measures to the management and performance of the contract.

Certifications or Training: Project Management Professional (PMP) required, Information Technology Infrastructure Library (ITIL) v3 or later Foundations Certification desired.

Clearance: TS/SCI clearance required (a current SSBI within the five-year scope).

Cybersecurity and Information Assurance Specialist

Education: Bachelor of Science Degree in IT, Computer Science, Cybersecurity, Information Systems, Computer Engineering or related discipline.

Minimum Experience: At least five years’ experience in performing Navy Information Assurance and cybersecurity functions to include at least one-year direct experience with RMF and its related components and instructions.

Duties: Serves as primary security compliance agent. Performs vulnerability/risk assessments of computer systems and applications during all phases of the system development life cycle to support the RMF authorization process.

Certifications or Training: This position is classified as a Cyber Work Force (CWF) position as described in the DoD 8140.03-M with a work role code of 612. Upon request of the Command Information Systems Security Manager (ISSM), the Contractor shall provide documentation supporting their CWF status. The Contractor and their supervisor shall ensure the Contractor maintains certification status in accordance with DoD 8140.03-M throughout the life of this order. Acceptable certifications for this position are at least one (1) of the following: CompTIA Advanced Security Practitioner (CASP), Global Information Assurance Certification (GIAC) – Security Leadership Certification (GSLC), Certified Information system Security Professional (CISSP), or Certified Information Security Manager (CISM).

Clearance: TS/SCI clearance required (a current SSBI within the five-year scope).

Enterprise Architect II

Education: Bachelor of Science degree in Information Systems or related discipline.

Minimum Experience: Seven years of IT experience, including at least 3 years of experience in Enterprise Architecture and its components

Duties: Leads and directs enterprise IT modernization and business process implementations. Provides a technological vision for transformation of information systems, incorporating hardware, software, network, security, data privacy, and communications elements. Produces reference architectures for common systems, sub-systems, and processes in the enterprise setting.

Certifications or Training: N/A

Clearance: Secret clearance required.

Network Engineering II

Education: Bachelor of Science degree in Information Systems, Computer Science or a Mathematics - intensive discipline or an applicable technical training certificate from an accredited training institution.

Minimum/General Experience: Minimum of five years’ experience managing or leading large scale network engineering and IT modernization efforts, to include two years of specialized experience related to the task.

Duties: Develop technical and strategic guidance, planning, and innovative approaches to complex network modernization and optimization efforts. Responsible for the planning, modeling, simulation, design, installation, maintenance, management and coordination of network engineering efforts. Utilizes software and hardware tools to identify, diagnoses, and rectify complex network events, incidents, and/or problems.

Certifications or Training: CompTIA Network+, CompTIA Security+ required.

Clearance: Secret clearance required.

Network Engineering I

Education: Bachelor of Science degree in Information Systems, Engineering, Computer Science or a Mathematics - intensive discipline or an applicable technical training certificate from an accredited training institution.

Minimum Experience: Three years of increasingly complex and progressive experience in computer system/network engineering.

Duties: Performs network administration activities including the performance of daily activities associated with the configuration, maintenance and administration of computer networks and associated facilities. Performs installation, configuration, optimization and maintenance of all network software applications and hardware components.

Certifications or Training: CompTIA + required.

Clearance: Secret clearance required.
