CarverBeth was founded in 2019 to provide strategic consulting, technology, and managed services to Government and Commerical Customers. We are an SBA Certified Woman-Owned (WOSB) and HUBZone Small Business and self-certified Small Disadvantaged Business (SDB). We are led by a management team leveraging real-world expertise from the defense, intelligence, federal civilian, and commercial sectors. 

We focus on our Customers' mission to maintain, unify, and harden facilities, assets, and communication networks to enable our Customers to have what they need, when they need it…at their fingertips. 

Our key personnel have supported DoD, Intelligence Community, and Federal Civilian contracts in some of the most austere and dangerous locations, like Iraq, Kuwait, Qatar, and Afghanistan, as well as, in the aftermath of natural disasters, like Hurricanes Katrina and Rita – we execute tough work with ease!

Melissa Bulluck is a distinguished leader in Federal Government Contracting, serving as the owner and Chief Executive Officer at CarverBeth. Raised in a military family, Melissa's upbringing instilled in her a deep sense of discipline and integrity from a young age. Her passion for supporting the U.S. government and our warfighters at home and abroad drives her unwavering commitment to excellence in government contracting.

With over 20 years of experience in the industry, Melissa has captured and managed over 35 contracts valued at over $100B for the Department of Defense, Civilian Agencies, and SLED (State, Local, and Education). Her remarkable leadership extends beyond financial success, as she has spearheaded business and organizational turnarounds characterized by complex dynamics across disciplines and management levels. Melissa's leadership prowess lies in her ability to establish and implement visionary strategies that drive revenue growth, sustain profits, and enhance corporate infrastructure. She has a proven track record of navigating diverse industries within government contracting, including management consulting, professional services, supply chain management & distribution, expeditionary logistics, armed and physical security, facility engineering & maintenance, and IT services.

Melissa earned her Bachelor of Science Degree in Economics with a minor in Business Administration from Longwood University in 2001. Complementing her academic achievements, she holds a Master's Certificate in Government Contracts Management, underscoring her commitment to continuous learning and professional development in the specialized field of government contracting.

Derek Bulluck is a distinguished leader in the IT solutions industry, specializing in federal government contracting. As the Chief Operating Officer at CarverBeth, Derek's extensive experience and strategic vision have been pivotal in driving operational excellence and innovation for our customers. Leveraging his background in operations execution, management, and leadership, he ensures seamless execution across all business functions. 

Derek holds a Bachelor of Science from Virginia Commonwealth University, which laid the foundation for his analytical and strategic thinking skills. He also holds a PMP certification, exemplifying the highest standards of project management by consistently delivering projects on time, within budget, and exceeding client expectations. With over 20 years in the industry, he has managed numerous high-impact projects that have significantly enhanced operational efficiencies and fostered innovation for various mission partners. His global portfolio included overseeing 200+ resources across various management, architecture, engineering, and implementation teams. 

At CarverBeth, Derek collaborates closely with clients to understand their unique challenges and objectives, implementing tailored solutions that support their mission goals. His visionary leadership, strategic acumen, and dedication to mission excellence have solidified his reputation as a trusted advisor and leader in telecommunications and government contracting.

Before joining CarverBeth, he played a pivotal role at By Light Professional IT Services, where he spearheaded over $1 billion in programs, significantly enhancing operational efficiencies and fostering innovation for the warfighter. His expertise in federal contracting, compliance, and large-scale telecommunications infrastructure projects makes him a vital asset to CarverBeth. Derek's dedication to excellence and collaborative approach have earned him a reputation as a transformative leader committed to driving sustainable growth and delivering exceptional value to his clients.

Jennifer Carpenter, PMP, is a highly accomplished financial professional with over 16 years of experience in program finance, project control, financial planning and analysis, budget development, and policy implementation, as well as a focus on Government Contract Finance. Her expertise spans various aspects of financial management, including performance analysis, monthly and quarterly financial reporting, and variance analysis.

Jennifer holds a BSBA Degree in Business Administration & Marketing from Longwood University and furthered her education with a graduate certificate in Principles of Finance from the Harvard Extension School, where she deepened her understanding of financial principles and strategies. Jennifer's career trajectory has been marked by notable achievements and contributions to the finance and investment industry. She has held key roles in leading financial institutions, where she leveraged her expertise to provide strategic financial guidance and drive business success.

As a certified Project Management Professional (PMP), Jennifer brings a unique blend of financial acumen and project management skills to her roles. Her ability to navigate complex projects, manage budgets effectively, and implement best practices has earned her recognition as a trusted leader in program finance and project control. In her extensive experience in Government Contracting Finance, Jennifer has managed and overseen financial aspects of contracts, ensuring compliance with government regulations and optimizing financial performance. She has a deep understanding of government procurement processes, cost accounting standards, and contract pricing methodologies.

Joseph Simmons is a seasoned professional with a wealth of experience and expertise in Facility Security Officer (FSO) roles within the defense and government contracting sectors. With a career spanning over a decade, Joseph has demonstrated a strong commitment to ensuring the security and integrity of sensitive facilities and classified information.

As a Facility Security Officer, Joseph has played a pivotal role in implementing and maintaining comprehensive security programs that adhere to stringent government regulations and industry standards.
